Allowance for patients at home in a persistent vegetative state.

Since January 1st, 2006, some patients can get a refund of € 7,682.10 per year (2011)

Beneficiaries

The patient must have had an acute brain injury (a non-congenital disease), followed by a coma after which he does not recover completely, leaving the patient:

- in a persistent neuro-vegetative state.

This means that the patient:

1. shows no evidence of self-awareness or environment-awareness and is unable to interact with others;

2. shows no evidence of sustained response to visual, auditory, tactile or painful stimuli;

3. shows no evidence of form of language, either in understanding or expression;

4. may have an opening occasional spontaneous eye, eye movement was possible, not necessarily in pursuit;

5. may have an arousal (alertness without awareness) intermittent demonstrated by the presence of cycles of sleep-wake;

6. has sufficiently preserved hypothalamic or nerved functions so as to survive with medical care and nursing;

7. has no emotional or verbal response;

8. has urinary and faecal incontinence;

9. has a relative preservation of cranial and spinal reflexes and that for at least 3 months.

- in a state of relational paucity, which differs from a vegetative state because the subject manifests an awareness of himself and his environment. He can sometimes be capable of a directed gesture or to respond to some stimuli by tears, laughter or physical gestures. The constant presence of one of these signs can classify the subject in this state. Dependence is still complete with unexplored cortical disabilities, sensory deficits and massive engines.

Ces personnes sont d’abord admises dans un centre hospitalier d’expertise où elles reçoivent une revalidation multidisciplinaire spécialisée. Ensuite, elles peuvent être prises en charge pour des soins adaptés à long terme dans une MRS spécialisée ou à domicile.

Le forfait dont il est question ici est développé pour les soins de longue durée à domicile.

These people are first admitted to an expertise hospital, where they receive specialized multidisciplinary rehabilitation. Then, they can be supported for appropriate care in a long-term specialized MRS  or at home. The allowance is developed for long-term care at home.
